The initiative to establish the Information and Communications Technology (ICT) Committee came from AmCham members in December, 2006, with an objective of facilitating the development of a contemporary, knowledge-based society in Serbia via effective access and information management for individuals and businesses at a competitive price.

2009

In 2009, the Committee submitted comments on the Draft Law on e-Documents to the Ministry for Telecommunications and Information Society and is currently preparing legal analyses on ICT-related laws for the Guillotine project*. ICT Committee comments on the Draft Law on e-Documents were incorporated in the final draft and the Law passed by the Government Parliament enabling, among other things, document certification by legal entities.

Guillotine project*: The "Guillotine" or "SRP" project (World Bank project, working within the Ministry of Economy and Regional Development) deals with removing unnecessary and inefficient regulations with the aim to improve the business environment, reduce legal uncertainty and increase competitiveness of the local economy. 2008

In 2008, the main focus of the Committee was finalization of a policy document and action plan for improvements in the ICT sector in Serbia, as well as relationship building with main stakeholders.

  • In November, the ICT Committee organized a Roundtable with Assistant Minister Nebojša Vasiljević, who briefed Committee members about the regulatory priorities of the Ministry for Telecommunications and Information Society and, further, expressed willingness to receive AmCham proposals and suggestions;
  • Also in November, the AmCham Board met with Jasna Matić, Minister for Telecommunications and Information Society, and her team and discussed a framework for cooperation. The main topics included support for soliciting EU funds for ICT development and improving the capacity of the public administration for ICT development and utilization.

2007

In November, 2007, the ICT Committee began preparation of a working plan for the following year, starting with identification of key issues necessary for faster development of the ICT sector in Serbia:

  • Citizen and business-centered electronic service delivery;
  • Electronically based knowledge sharing and management;
  • Protection of personal information;
  • Establishment and utilization of the common ICT infrastructure in Serbia;
  • Providing and encouraging intellectual leadership and innovation;
  • Stimulation and promotion of the high-technology sector.
